Which tax cuts that are effective in 2001 are you referring to that are mainly for the rich? The tax rate is only reduced 1 % for the old marginal rates 28% to 39.6%. Thus, the new rates will be 27% to 38.6% (effective July 1,2001). We have already discussed the elimination of the estate tax is only effective in 2010 and you must die to obtain that benefit so I can't envision that being the tax cut for the rich you are thinking about.
