I'll see IF I can provide any help, but as WinMe is not my preferred OS and is not one I know much about ... don't know how much help I can provide ..
but

I did crank up my single system on which I have WinMe so I can attempt to pick my way so that you can see/follow ...

go to Control Panel
pull up Systems
clik on Device Manager

what, if anything does Modem look like there?

over to you now, I'll be here for a bit as I'm formatting another couple of HDs and getting ready to complete a dedicated machine to my trading platform ....

Just a thought:

Turn off machine and remove modem card. Now start up computer without modem card. Now that this is done turn off machine again and reinstall modem card. Once again start computer and see if it recognizes card?

Who knows, this may work.

Joh,
Try moving the modem to another slot and see if it gets detected.
