JFK probably didn't have a mandate either (if you exclude dead or multiple voters). Yet he acted as there was, and engaged in the greatest peacetime rearmament program in the Nation's history. Building hundreds of Minuteman Missiles, dozens of Polaris Submarines, with part of the Bomber Fleet in the air at all times - ready to launch. His Administration brought the world to the brink of nuclear war (while most likely on pain killers for his back condition). The quote most remembered from the White House (during the Cuban Missile Crisis) was "the other guy blinked"...how's that for arrogant.
