Hi Mrs. Peel, I doubt very seriously that the budget
surplus projections and the concomitant pay down of US
Government bonds is going to play out as some, including the
writers of this article are suggesting.

The windfall tax receipts of the late 1990's were so robust
due to the incredibly strong economy and also the huge
appreciation of financial assets, that generated
huge capital gain tax receipts for the Government.

The surplus is already said to have evanesced away and
as the slowdown continues going forward, the unrealistic
math of the bubble years, will be scene inaccurate.
