You could not have designed a tax cut to get LESS economic benefit. But it will give critics ammunition ( AND THEY ARE ALREADY SHOOTING IT OFF), that tax cuts "don't work".

How your check is calculated: The rate on the first $6,000 of income for singles and $12,000 for married taxpayers filing jointly is being cut from 15 percent to 10 percent. That's why the refund checks range from $300 for singles ($900 in taxes reduced to $600) and $600 for marrieds ($1,800 in taxes reduced to $1,200).

Every American who filed a 2000 tax return is eligible. Those who had absolutely no tax liability (their tax bill was 0, or they got a rebate from the government) will not get a rebate check. In order to get the full amount of the rebate, a single taxpayer must have had at least $6,000 in taxable income for 2000. A married couple filing jointly must have had at least $12,000 in taxable income for 2000 in order to get the full amount.
