Your take on FICA is not bad, although the rationale is the ongoing fiction that there is a relationship between contribution and pension. Still, it does make progressivity less sharp, since Reagan took the rates down below 40%.

On the other, I think the rationale for confiscatory income taxes was egalitarian, but the effect, as you say, is often against getting ahead, as much wealth is in various forms of property, rather than income......

FICA is rebated through the EITC. There are many people who end up with negative income tax rates as a result.
