Bill,
Kennedy cut rates and cap gains in similar circumstances. Gore is smart enough not to be an ideologue. And just like nixon went to china, gore probably could get away with dipping into the lockbox. Why is Bush so scared. The AARP/WW2 constituency is dying off. New boomer seniors value strong economy higher than keeping social security in the socialist model. You just cant pander for every vote. Bush talks drivel. He is an embarrassment and a testament to the stupidity of the Republican party. If there was an election today Gore would win 60-40. mike

Excuse me! Do I recall hearing "Bush's tax cuts will only benefit the wealthy.

But even as key Republicans talked up proposals to cut the capital gains tax, Republican Sen. Mitch McConnell of Kentucky said there were some pitfalls to that idea.

``Well, the problem with that, the Democrats will demonize that as some kind of tax break for the wealthy,'' he told Fox News Sunday.

It's deja vu all over again folks!
