From the 20F you already have those investors getting some 20 MM shares on top of the roughly 13 MM shares outstanding prior to Fab 2 that gets you to about 33 MM shares...

Whoa! Stop right there! You are doing it again. You are making stuff up out of thin air. The ~21 million shares is for all shares issued and to be issued to the partners. Where do you get this 33MM share value? Where?

These investors will not be enough (last I looked they were still short some $500 MM, but I may be wrong, I do not follow them as closely as you are),

Zeev, I already covered this on the SNDK thread!?!, and just replied on this thread a little while ago as well:

Zeev, the insiders have all paid more for the issue than its current market price. In fact, at the recent annual meeting, the two co-CEO's sought opportunity (there was no shareholder dissent BTW) to be able to purchase up to 100,000 shares each at $11.81 share, based on average market prices. They deserve the opportunity to do so because of their hard work in getting Fab 2 to completion.

But fat-chance you try and go into the market Monday and purchase 200,000 shares at $11.81 or below. Larry can inform you on the daily volume that the issue has been recently experiencing <g>.
