The idea behind fiber networks is that all data is broadcast to the whole network. It doesn't need to be switched -- just made to be present everywhere. This is possible because the fiber network has huge capacity. Then, at the endpoints of the fiber network, the data packets destined to that point are plucked from the broadcast data stream.
