I would not think operators would like non-two-IoT
tested GPRS phones in too large numbers in their markets.

On the other hand upgrading handset firmware is not
what it once was, invention of flash memeories, and
basestations can be updated even once every night,
download new firm- and software.

That is why I think this is not a question of following
outdated standard text, but solving possible present
and future problems.

That is, consensus, the consent of the ruled, tend to
ween out the worst, cannot hide behind holy wars and
propaganda-quacks.

Common sense should tell everyone, as a first approximization,
that the one who noted the problem and flagged it,
got support for it, knows more than those who did neither.

Long time ago the operators could be in full control
of their own private vendor-turf, but as Hellstroem put, if
one does better, the others must follow.

Btw, what is the english expression for someone who
sees following the rules as more important than
