money entering short funds will extend the trend. But if less money is available (due to previous market losses) the absolute value entering a fund will diminish.

Fear will result in money being pulled from the market and going somewhere, even though it will be a smaller dollar amount. Frequently, that money will get sidelined and enter a money market fund. Eventually, the smaller dollar amounts will result in a turning point which has a smaller total volume of money parked on the sidelines.
