Faultline and Martin, [edited] it was naviscope after all. Disabling it allowed the Dell window to pop up. [It gets confusing because after disabling naviscope you have to refresh the web page you're working on].

dell.com But I did change a browser setting by following Langa's advice:

There are several reasons why the Popup window test may have failed. The most common is that you may have disabled or too-severely restricted (turned off) your browser's Script support. This probably isn't a good idea: All major browsers ship with JavaScript support enabled, and some newer ones don't even give you the option of turning it off! JavaScript is so commonly used, you're really crippling your browser by disabling it. Check your browser's menu options to ensure scripting support is still enabled. Then run the test again.

Also, if you are running an anti-PopUp utility (such as "PopOff"), you will fail this test and be unable to use the rest of BT2K. Please disable or remove any anti-popup software you may have running and then run the test again.
