Intel is utterly inscrutable. They want the chipset market to sop up .18um capacity? They could always build more Piii's , which are still popular on the corporate market, and have to be a lot cheaper to produce than the .18um P4's that Intel is intent on shoving down everybody's throats. See theinquirer.net , for example. But having unilaterally decided what the world wants, Intel is following a different path.

What I don't understand: If Intel wanted the P4 chipset market alone, why are they selling licenses at all (so far SiS, ALi and ATI)? Maybe they think that these companies aren't as "dangerous" as VIA or NVIDIA but probably it's just that different people in the company are thinking different on this subject which lead to this compromise. They would certainly have enough 0.25 and 0.18 micron capacity to satisfy the entire market. Why not go for it all then?

Good questions for which I don't have all the answers. Maybe this is a continuation of their failure a couple of years ago to admit RamBus was a bad decision, or at least 100% RamBus with no fallback position. They're just now catching up to where they should have been. They do have plenty of capacity and could supply the entire market, given the opportunity.

If VIA balked at any license fee then Intel would need to protect their license practice in order to charge SIS, ALi and ATI. Of course, these guys may all just hate each other more than they like profits. (and yes it seems that way for AMD!)
