People want an enemy when this kind of thing happens (the actual perpetrators are now dead). Terrorism denies a face to that enemy and denies the opportunity for face-to-face redress. You have to adjust to the fact that there just is nothing you can do to stop it other than go for root causes. These attacks could have been coordinated by a handful of people with cell phones and the Internet. The motivation to do this is what needs to be stopped. When retaliation is used as the weapon, it will be hard to produce an effective response. I'm not sure America is ready to join the Middle East in either its tactics or its politics.
