Indeed.

Furthermore, any terrorist or alledgedly terrorist organization that is NOT involved would be wise to repudiate the attacks and cooperate in efforts to bring the criminals to justice.

Any organization that does not strongly repudiate the action and help in the investigation becomes a target of the investigation and of possible counterattack...

Yeah, look for Libya to head the cooperation. Just like Gadafi did getting the terrorists who put the bomb in Pam Am flight over Scotland.
Gadafi was so pissed at them he gave them the keys to tripoli, and forced them to stay at the tripoli hilton for over a decade.

One of the first and most important things that has to happen is an international coalition of nations must be formed, united in purpose and of the strongest possible will to find the culprits and bring them to justice. Like G. Bush Sr did with the Gulf War. As many nations as possible must join together to condemn this unequivocally, and to put resources toward finding and capturing, or whatever, the culprits. The terrorists must be isolated both philosophically and politically.
