For the record, I think you can do both (come up for a reasonable solution, and if possible, fair)...while going after the terrorists in organizations...

Do the terrorists really want a settled solution, or do they only really want the impossible (a one-sided agreement)? By negotiating, and giving something up the very cause they fight for, terrorists give up their raison-d'etre..is it any wonder that centrists Palastinian groups are undermined by the right-wing brethen?

Although there are probably some in such terrorist organizations that would drop their guns, and welcome an agreement, I have no doubt there are others who are "lifers", and would be out of a job, and do not want anything but chaos to continue...
