Strategic defense is an essential part of any protective system. If they can put two planes in the World Trade Center, they can put a ballistic missile there too. The next contingency, rather than the last act, is what must be provided for.

Of course, since you are using this entire thing to attack Bush, what do you care?

The money should be used for a beefier anti-terrorist network That may be very costly. It may even require additional tax revenue or severe cuts in other programs. This will require political leadership.
