Ted,

we are talking about sick people who have no fear of dying in flames resulting from their own creation. What can we do differently to stop them?

Get them before they act? What would you suggest?

But if all we can do is to catch them in the middle or after the fact, serving them 3 warm meals per day as a reward for attempting to murder 50,000 people doesn't seem like the correct course of action.
