That may be, but nuclear warfare has already been defined by many as an abomination. I think a lot of Americans would object to the U.S. A/H-bombing the Palestinians. I would, for one. On the other hand, there are a lot of other options available that do not include nuclear means. I think the U.S. would have a lot at their disposal. In the end, though, I think there is a large issue on associating blame. You don't necessarily want to condemn the entire country, especially if the attack was solely coordinated by a faction such as Bin Laden's.
