True. And I fully support forceful action to bring those responsible to justice. Force alone is not the answer though. As a result of Reagan's action, Khadaffi greatly toned down his. But I wager that in the absence of adequate answer to the underlying issues this "mellowed" Khadaffi was one of the causes that gave birth to "private" terrorist organizations such as Osama bin Ladin's. These new organizations are more extreme and harder to deal with than Khadaffi ever was. Should we succeed in removing them but fail to answer the concerns of the people in the developing world, they may well be replaced by an even more insidious and more extreme group. It has been speculated that one of the main causes of WWII was otter destruction of Germany without providing a way for the German people to get ahead in life. So by all means, destroy the terrorists. But unless the underlying issues are addressed, they will be replaced by a more sophisticated variety.
