Have good intelligence, get the suspects, sympathizers and supporters as well as the guilty parties (there is not much that can be done to the guilty parties in case of suicide attacks).

Joe, that's not how it happened. Each time Hitler made a new demand, a new line was drawn in the sand. Hitler threatened to march on Paris, and France collapsed. The US watched...remaining neutral. There was even disagreement even whether we should be selling supplies to the Allies.

It took an attack by Japan on the territorial US before we reacted. Nearly all of Europe fell to the Axis powers waiting for America's entry into the war. And that's pretty typical of the US.....it takes forever to get consensus, especially when it comes to wielding power, no matter what our reputation.

Nonetheless, I think we have consensus now and we will track down the responsible parties. However, I don't think using force will do the trick....I think these guys are very smart and committed, and we will have to go underground and catch them that way.
