In all the listing of parties who might -- I repeat might -- be responsible, I have been surprised to find the Libyans not mentioned at all. Don't you think they're a possibility? They have pilots, they have well trained intelligence agents, and they certainly have the desire to avenge our attack on them. It was a while ago, but they have long memories.

IMO they should not be left off the list of parties to be considered.
