Agreed. As an example of the path we could take, look to the history of Israel. They have been under extreme terrorist attack for years, and have developed a specific anti-terrorist strategy and gained a resulting 'siege' mentality. They are tough on terrorists, will not negotiate, have developed the most advanced anti-terrorist forces and intelligence, and have the toughest airport security. Yet, the problem persists; some would argue, is worse.

Simple answers ("just nuke em") won't work.
