Iran and Iraq come to mind. Maybe the Columbians (Medellin)....

Many countries would be able to pull it off. Iran and Iraq might want to do something like this more but they would be leaving themselves open to a fairly massive retaliation if solid evidence comes up that it was a plot of either of those countries governments. The last time we could pin an attack on the US of this magnitude on a particular country it was Pearl Harbor, and Japan most certainly did not enjoy what happened after that.

Suggesting that the Columbian drug cartels might have done is an interestingly different suggestion. I think if it can be shown to be the plan of some major drug lord that he will have a big price on his head, maybe not an offically anounced one. Also it would be easier for the US to intervene against a force in Columbia then in Afghanistan.
