Precisely my point. The initial reprisal cannot be the most effective. Doesn't matter. The Dolittle raid was hardly devastating to Japan's war effort. But, what it did was give heart to the American people, discouraged the Japanese by reminding them they weren't safe and even encouraged the Chinese who were resisting the Japanese invaders.

There is little likelihood we will kill Bin Laden with a "surgical" strike. But, he has to be taken out and so should the Afghani faction. That will admittedly take time, and considerable resources and effort. We are at war and will pay the price, whatever it is!
