You make good points.

The CIA has been hamstrung by regulations which prevent it from recruiting terrorists or known criminals as intelligece sources. A blue ribbon panel recommended repeal of the regulations to the Clinton Administration. Did the repeal happen? Nope, he sat on it. Did Bush repeal the regulations? Nope.

If you're going to hunt rats, you need to get into the sewer.
