Hi JO: It is my understanding that bin laden has many operatives, cells, Govts and sympathizers as independent entities in various countries spread over the world who provide men and materials and are contracted out for a particular project. These operatives and cells are funded by many means and operate without the knowledge of each other and only Osama bin laden and his very close lieutenants know the operational details. Many times his footprint is recognized, but never leads directly to him. JPR
