No, he did not. He simply stated not to go short companies directly affected by this devastation: insurance companies, brokerage firms, etc. I completely agree with that.
However, as some stocks are bound to go down after this, others will wind up surely higher: security firms, explosive-detection firms, etc.

This is capitalism at work: in any type of situation either financial crisis or acts of terror, some people make money, some lose.
