What's to justify? The issue has nothing to do with poverty per se.

Being poor does not justify becoming a terrorist, . . .

When you have nothing to lose, then you are free to act without constraint. When you are disenfranchised without apparent recourse then you may feel that you have nothing to lose.

Being poor is not necessarily a cause. It is only a symptom perhaps of those that may be willing to give their life on suicide missions. It is clearly not the only symptom. Osama Bin Laden for instance is quite wealthy. Though I note that he has yet to give his life for the cause he is said to use others to carry out.
