OK. We're at war with a terrorist network.

The reason I brought up the notion of piracy was because I was having trouble getting my head around being at war with anything other than a country. I know that pirates are in it for booty, not politics, but there's a similarity between pirates and terrorists in that they are networks of outlaws that make camps in countries that may support them or at least suffer them to be there. I thought the piracy model might inform the discussion of how we go about a war with terrorists. I heard something on TV yesterday that the US had declared war on pirates before, but I don't have a history background and thought someone else on the thread might have some insights about how we had previously conquered piracy.
