It's just the case my friend. When you fly to DC you are very, very close to whichever famous landmark you can mention. Hell, have you never flown into NY. Same deal. Airports are most often very close to the cities. The cities have by and large grown out or around any airport that was built more than a few years ago. In other cases, the airports are built more or less in the cities for convenience. Nobody considered planes as a weapon.

As for the land or be shot order, well, by the time that came out the damage was done. Also, like I said, there were 4,000 planes in the air. You have to wait for the airspace to clear or get warnings from ATC before acquiring "targets".
