That's the whole point. To deal with a problem constructively one must first acknowledge its reality. Deny the reality and all else is just posturing. A formal declaration of war, an awesome step wisely reserved by the founders to the people through their representatives in Congress, is merely a solemn acceptance of the reality which has been thrust upon us. It is only through such a declaration that our unseen enemy and his supporters will fully realize the degree to which they have misjudged us.

An unprecedented provocation must be met with an unprecedented response. This is not about revenge or retribution against individuals, but about creating a future in which terrorism in any of its ugly forms will have no place in our world. It is precisely the sort of principled call to action to which the American spirit has always answered. I have no doubt that that spirit which lit the hearts of generations of Americans past still lives and will light the path to freedom anew in this new century.
