Well a cell is so isolated and deals with no-one???? Well no-one that was on the clean list of the politically correct. There is a thing called logistics and those slimey folks who deal in stuff and certain stuff only has one use.

Also the deepened oversight meant more leaks and more dead or compromised sources. It's all about attitude. No guarantee just an increase in the signal to noise ratio that might have caught this.
