If people have promise of homes,jobs and a decent standard of living they are much less likely to become extremists and to support terrorists. I can tell you with complete certainty that this "dream" will never happen. The US is a wealthy country, but not wealthy enough to have enough funds to provide decent standard of living to our enemies. There are many good citizens in this country working full time that still don't have what you would provide to the enemy as an "incentive". Palestinians had some of what you propose, their own administration, their own police, arms provided by Israel, economic aid from United States, and they still decided they prefer war to peace, they currently use the weapons Israel for self administration to kill the citizens of Israel. It would take a multiple trillions of dollars to turn all the poor, disgruntled, envious, hateful enemies of America to turn them into pork bellied couch potatoes or CPU overclockers (the US does not have this kind of money) if that's what they would with the money. More likely, they would just look in their Staples catalog for category of box-cutters. Anyway, at one level, the naivity of the plan is beautiful, and is a good example of a certain way of thinking, which is you just need to mean well and throw a billion or trilion at the problem you feel great that you have done your duty, regardless of how disastrous the practical effect of the plan would be. It also gives people with naive plans such as the one you presented a high ground to call the realists cowards, hate-mongers or scrooges. Joe
