I think that option is gone, even if it had might have been appropriate.

1) it would encourage others to use terror to attain their goals

2) very few Americans would stand for "helping the terrorists who killed 20,000"

Lost opportunities...
And the Palestinians should remember just who it was that lost them that opportunity, instead of cheering in the streets.

I think there is a lot of wisdom here. I believe this was the essence of the Marshall Plan for helping resurrect Germany and Europe after WWII - help them get back on their feet. Note that after WWI, they did the opposite - the asked the loser nation (Germany) to actually pay for all the damages of war as a punishment, and in many ways, the oppressive burden of this punishment led to the rise of Hitler and WWII.

The problem here is we possibly couldn't execute on such a plan for many of the impoverished nations that seem to breed these terrorists. They are typically too uneducated and unskilled to be able to compete economically in the modern world.

Kash, I wonder where the billions the arabs gave them went? That money built no schools or anything but finance more terrorism and weapons.
If you give them money they will not use it your way, they will use it against Israel. If you build them schools they will not use them. I find it hard to see how the Palestinians will respond to a carrot by any other way than by sharpening it into a knife against Israel.
The religious system does not encourage education, unless you study the Koran. I do not know why this is. the arabs were leaders in mathematics and education for ages. It seems their decline started when the rise of Islam occurred and islam wants total control. In the old days it was like the Taleban all over the arab world. The Turks were the beneficiaries of this as they were then enabled to conquer the Islam enfeebled arabs. The Arabs also has a tribal history of conflict that also hurt them.
Sad to see it, but I cannot see any way to help that arabs while they live under a destructive social meme.
We have a similar problem here with certain tribes of indians. Give them money...they drink it, give them less money and they buy gasoline and sniff it. build schools and they burn them and threaten the teachers. It is mush the same with some US tribes. Other tribes are fine and run their own show very well.??
In effect you cannot coerce people into doing something they do not want to do.

We really should help the palestinians to set up their state even it pissess off israel somewhat.
We should help them with economic aid and jobs and training so they dont rely on israel for work.
And then build and man a permanent barrier to defend israel and at same time go after the terrorists.

I can tell you with complete certainty that this "dream" will never happen.

The US is a wealthy country, but not wealthy enough to have enough funds to provide decent standard of living to our enemies. There are many good citizens in this country working full time that still don't have what you would provide to the enemy as an "incentive".

Palestinians had some of what you propose, their own administration, their own police, arms provided by Israel, economic aid from United States, and they still decided they prefer war to peace, they currently use the weapons Israel for self administration to kill the citizens of Israel.

It would take a multiple trillions of dollars to turn all the poor, disgruntled, envious, hateful enemies of America to turn them into pork bellied couch potatoes or CPU overclockers (the US does not have this kind of money) if that's what they would with the money. More likely, they would just look in their Staples catalog for category of box-cutters.

Anyway, at one level, the naivity of the plan is beautiful, and is a good example of a certain way of thinking, which is you just need to mean well and throw a billion or trilion at the problem you feel great that you have done your duty, regardless of how disastrous the practical effect of the plan would be. It also gives people with naive plans such as the one you presented a high ground to call the realists cowards, hate-mongers or scrooges.

What we should have done is broken up Iraq and given part of it to the Palestinians as a new homeland.

This is a terrific idea. Just think - when some disenfranchised Indian sects - the Sikhs, for example - decide they need a new homeland, they can send a few fine fellows to America, hijack a bunch of planes and drive them into the SuperBowl next January, killing off 50,000 or more unneeded Americans - and our government can then march into India and carve up that country for these disenfranchised Sikhs and a new homeland for them.
Let's see - there ought to be a few thousand other splinter groups in the world who need a new homeland as well - so I hope there will be enough Americans to slaughter, buildings to destroy, and planes to crash and a few people left over to then carve up the remaining countries of the world for these beasts.
