Sam--You are right. It is well known and widely reported that aid programs to the Palestinians have been subverted by corruption. My view is similar to yours in that economic cooperation that is beneficial to both sides is the route to peace and cooperation. There was a significant joint effort before the intifada for cooperative programs with Israeli capital and expertise and Palestinian labor. There were several joint-owned factories started. IMO, curruption is endemic and only these private programs have a real future.

However, we have tried what you propose and, under current leadership, it has only helped the top few. Altho I am sympathetic to Palestinian goals, there has been disillusionment with the current leaders gaining these goals.
