Roosevelt, the wily one, knew of the impending attack from intercepted messages. But he chose to keep his people in the dark so that after the Japanese attack, he could rally full support for full scale war!!! Apparently he underestimated the enormity of the attack. The current thinking of the time was that those squint-eyed little yellow critters just could not aim straight. So why worry about a pin-prick attack (non-attack)?

Of course, it would have been most embarrassing if this tid-bit of info was revealed or admitted to.
