Why not a pledge to restore normalcy? The perpetrators got what they want when they ground the US to a halt. The reply should have been swiftly: The leadership of the country lost an opportunity to show the perpetrators that they can't hurt the US. They should had come out and say: We want the schools, the businesses, the flights domestic and international flights, Wall Street trading all that would be possible to restart as soon as possible. We want the American people to show that they can take a blow and not fall down. They can continue on spite of pain and sorrow. But they got paralysed and now the perpetrators got what they want: Stop America. That is not good for the US leadership.
