Don't forget the civilians who work there every day and the civilian employees of general contractors, subcontractors, utility companies, etc., etc., who were simply earning a living and doing their jobs there.

When there is a war, the distinction between military and civilian might be relevant. Terrorism is murder. IMHO the military/civilian distinction is irrelevant here. BTW, there is a significant possibility that the Pentagon was not the intended target.
