Not absolutely sure about the "refusal to denounce" part of the above, but certainly if any group, KKK or other, exhalts the actions of a lunatic fringe group which result in the death of innocent victims, I'd agree that they be held responsible as a group..."Refusal to denounce" may be based upon factors which may, in some instances, outweigh "circumstantial evidence" upon which one's "being pressured to denounce" is based.

Certainly where evidence cannot be construed as "circumstantial" then "refusal to denounce" makes sense to me in your statement.
