My thoughts are that upstanding citizens be given the right to bear weapons at all times, effectively operate as deputies. The checks would of course be very stringent. That would then be the effective end of high jacking, bank robberies. The only problem would be deputies going berserk or mad. I've often thought the same about road violations. I saw some 50 year old woman and her kid drive right though a red light. I would love to be able to charge such people.
