I think I see what you are saying, but, it is perhaps incorrect to say "people like drugs". Certainly the users "like" and/or need them. Most of your leadership, political and otherwise, as well as the folk in the heartland, do not "like" drugs and they surely witness everyday the violence and suffering that are side-effects of widespread drug use/addiction. If there were not the public opinion to have started that "war", the policticos would not have embarked upon such an expensive program. They knew that it would be widely supported. I guess my bottom line is that in both cases we will underestimate the enemy and, more importantly, not look within to find where/if we are part of the problem.
