I think that's implicitly covered in #1 but if you feel that's a necessary and separate objective I'd like to hear why. My own preference is if possible to first establish some causal relationship between this event and Saddam's involvement so that we have some hope of obtaining use of Saudi and Quwait bases. Do not mistake that statement as anything like the legal mindset that would require that we establish such a causal connection before leveling Baghdad. I just think that it would make things easier tactically in conducting the war to come.
