It's an underground connection of concourses linked to some of the busiest subway stations in the world.

I think there very well may have been 10,000 people down there. So far, though, most of the missing appear to have been either from the upper floors (especially of the first tower hit) or the rescue workers who had the buildings collapse on them. That number alone will probably approach 10,000.
