Well, there's a pattern here. Jummy Carter, the incompetent President, appointed Stansfield Turner to dismantle the CIA's "physical" assets in the post "Church" era. The idea was to rely on satellites. Whoops! We missed Ayatollah. Whoops! Sadat is dead. It took Reagan years to rebuild the CIA. Then the Dems and Clinton43% once again went after the CIA - making it impossible for them to do the type of work other countries know must be done to be effective. But heck, Clinton inherited a safe world and he had interns. Do you deny that Moynihan tried to abolish the CIA in that environment? Look it up.
