This is basically true although she did have a term in the Bush I government at the NSA, as I recall. According to the Stanford folks that she worked with she is very bright, capable and a cunning politician. The political skill led to her Provost position at Stanford.

The political skills probably aided Rice in achieving her current position as head of NSA and her key advisor on foreign policy status with Bush II.
