it could be also that the maneuvering was designed to imitate regular high-jacking. If the plane would be on direct route to large cities and/or restricted airspace there was a chance that airforce might have been alerted.
OTOH if it would be a regular high-jacking then it is likely that authorities would wait until demands would come before doing anything.
