I have no doubt about the resolve. People have underestimated America's resolve before. Not a good move.

However, the solidarity of the world will fall away if we see repeated scenes of innocent people being killed by American/NATO forces. Also, America's resolve will wane if you get into a protracted conflict resulting in continuous casualties. History tells us both of these things I think.

Of course, if the attacks were to continue on American soil with any frequency, then the resolve would likely not bend.
