I agree with Teresa. Pearl Harbor was not intended to be sneak attack.

Balloon bombs weren't an impressive response to our burning of entire Japanese wooden cities using incendiaries.

The only "good" thing that can be said about Pearl Harbor and the Japanese compared to the WTC attack, is that their target was the Military, and not the civilians.
I don't think that comparing two terrible events to see which was less terrible is the proper thing to do though.
