One more point: Even if you had the commitment and money to stay there for years and make it a fortress, your enemy would move the conflict to a weaker flank, say, more terrorism.

Allan, again what choice do we have? We did not want to occupy Japan, or Germany. We had no choice. In the period before WWi, and WWII Americans were isolasionist's and wanted nothing to do with a war. We simply had no choice. I am saying are Gov't has litlle leverage here besides an all out war. If nothing else to make an example out of someone to deter Nations from helping terrorist's. I think you rebuild a western type society there. Its not ideal, and it has many pitfalls. However I think anything else stinks of appeasement. Unless the USA can simultaneously assasinate all Terrorist leaders in one swoop.
