This is correct. The clause is in every insurance policy I have ever seen. But just because the President-- or anyone else -- says it's war does not make it so. I think if Congress does engage in activity sufficient to actuate the War Powers Act, the insurance companies may pay claims. But there is no doubt that, at the moment, the coverage question is an open one.
